The Ip Blood Money thing, how will that work?

If I have a scout posted up and kill someone on my main account will that no longer yield blood money?

i think rune pouch should cost way more than 15k u points (200 slayer points)
its easy and fast to get 200 slayer pts, how about u raise it to 30k u points = 400 slay pts (still not hard to get)
