I hope terror's answer explained things for you. Really sucks that Palidino's lack of preparation got you shafted. But if terror's explanation isn't good enough for you:
Pali is the sole reason you haven't been refunded. Yes, he had been doing updates but not basic updates that should've been implemented with the start of the server. So when terror says there were no logs (including IP logs), there was no way to track the flow of items. The only thing they can see is how many of what and where they are. That's it. There were a limited amount of Elysians in the game at the time, so Cape was fortunate enough to have that on his side. I imagine some others that received help had rarer items as well. Now imagine you were to have lost 500 sets of bandos, that would've been tracked easily like an Elysian. They are common items, but not everyone would have had such a large stack of them at the time. Also, you've lost no items at an outstanding amount at a time Pali had dropped the ball. You probably aren't the only one with that exact set of items. Lastly, it has been a month. At this point I could have your items and not the guy who hacked you. Now we'd be punishing some random guy for having your items. You've simply been shafted by poor timing a lack of preparation.
