He doesn’t have a copy of old server nor does he want to go back to 317 sources.

So much this. The only way we could even try to compete with PK servers to get PKing really going would be to add barrows and whips in a shop for a fair price, and even then most PK servers offer barrows and whips for free. It's a losing battle competing against PK servers without following a similar design.
